The Ethereum Foundation’s Protocol cluster published a joint assessment of 62 proposals for Hegotá on 7 September. The document brings together research and engineering views that had previously appeared in separate team assessments.

FOCIL, a proposal about transaction inclusion, and Frame Transactions receive the highest priority. The notes also explain why other changes need more work or should sit outside this upgrade. A high grade records the cluster’s position; it is not evidence that a change has reached the main network.

The Foundation says the assessments reflect contributions across nine teams and individual specialists. Readers can inspect the reasoning proposal by proposal, including requirements that could change a lower grade.
